Diocletian

One of the important developments of the later Roman Empire under Diocletian was the creation of mobile regiments that were used to defend the borders of the empire. Under the leadership of Diocletian a young Constantine was groomed for leadership. Under Diocletian the Roman Empire was reformed with the center of political power being shifted to Asia Minor at Nicomedia. Constantine was the son of the ruler of one of the other territories and was kept like the other sons of important leaders more as leverage in order to ensure their compliance.
